WH, DF for lower levels

Why don't you set WH and DF avaliable for lower levels. They could win also prizes, but just for their own level.

THere can be, for example lvl 26-29, but noone thinks about it ^^
I prefer to be bad in game rather than being a trash in real life

yeah the most Bg´s are at lvl 23 to make, but no one since in :!:
